lie selection of an appropriate procurement method is becoming an increasingly
important issue due to complex decision-making that has to be made by clients early
in the project lifecycle. The purpose of this research is to improve and enhance
procurement system to get sustainable development in the Eastern Province
construction industry through identify, evaluate and rank essential the factors that
affect the selection of traditional and the non-traditional procurement methods from
procurement experts and consultants" perspectives
An extensive literature review of various procurement methods and factors which
influence the selection of an appropriate method for construction projects in Eastern
Province was conducted. A survey questionnaire was carried out to elicit
professionals’ views on factors that influence the selection of procurement method for
their planned projects; a total of 14 organizations (including procurement experts and
consultants operating in Eastern Province) responded to the survey. The data were
collected and analyzed using the Statistical Package for Social Sciences (SPSS V 20)
and the factors ranked according to their results of SPSS V 20.
The research results revealed that there is a significant positive correlation between
independent variables such as Client, Project Characteristics, External Environment
with the dependent variable of Procurement Method whereas there is a negative significant
correlation between independent variables such as Cost, Time, and Risk with
dependent variable Procurement Method. Furthermore, the independent variables
were measured by 54 sub-variables among these 12 sub-variables are identified as
the most important sub-variables. The dependent variable was measured by procurement
methods but the research results showed that the non-traditional method is not the significant
method in Eastern Province. One of the important research results is open tendering
under the traditional method preferred by most of the respondents in Eastern
Province. Also, research result showed that it is no significant difference for
selecting the procurement method (Traditional method) among the Deputy General
Manager, Assistant General Manager, Project Directors, Chief Engineer, and Others. |
