dc.description.abstract‘Development’ refers to people living with economic, social and political well – being. The major factor that hinders the development of a poor country like Sri Lanka is its inability to eradicate the regional imbalance through its well – planned development. This imbalance exists in provincials, district and local levels. In this way, development imbalance in Jaffna district seems to be the obstacle of its development. The distribution of imbalance related to development can be seen in the sections of divisional secretariat on the basis of the factors related to population, health, economy, education and institutional bodies. This clearly shows the existing regional imbalance.en_US
