Abstract: This research studies “Problems and challenges face by the people living in the upcountry line settlements in obtaining government social welfare schemes – sociological study focusing on Alton estate 2021 based on Alton estate”. My review sets out to observe hoe to plantation community is difference from the rural village community in obtaining government social welfare programs and to identify the need to government social welfare programs to be provided to the people of the Alton estate and to make recommendations. This research paper based on tea plantation people for Alton estate. This study concern about when the Sri Lanka government organizing social welfare program that time what are the challenges and problem are facing who are the living hill country in line house people. When the Srilankan people receive the government welfare schemes here we have to concern many different rural and estate people.in rural people receive the government welfare schemes in correct way. As well as according to the welfare schemes who are the living in tea plantation estates, they cannot get benefits for that schemes. This study argue why they cannot get in correct way of the government welfare schemes. Therefore According to that suggested give to the recommendations for this research problem. 12 samples were selected from a simple resource among the people belonging to 660 families living in study area and numerical and characteristic data on the conditions of the study area were read. As well as this paper concern research place situation to choice to use qualitative research method and used sample random sampling method here. This research mainly focused what are different between Estate and rural setting. Still why hill country people landless, what are the problem overcome them community recording this landless This research argue why the plantation people how rural people can receive the welfare schemes, why hill country people cannot receive the social welfare schemes. In this obstacle make barrier for this community infrastructure education, economic, social, health sector. Government of sri Lanka organize for the social welfare program not match with all the Sri Lankan communities. This country have many natural resource. At the same time all are not same one. There are many different resource. People all also depend different resource in this society. When they government implement the social program, it’s not match all type of communities. There is the major problem to get the social welfare program for hill country people. Structurally They haven't land. However government organize same development for all the society. Here some society get more benefit for the welfare program. At the same time some of the society not get the benefit for that program. This research study for why in this problem occur and give to recommendation for this problem and challenges.
